Apple has agreed to settle with the E.U. and the U.S. over App Store fee structures, and to bring its App Tracking Transparency rules in Germany into line with regulators' demands. Thompson's read: the lower fees were inevitable, the E.U. can reasonably call this a win, and arriving late doesn't make it wrong.
